Fighting over who is likely to get exposed is pointless. For the majority, exposure will result in no symptoms. For a small number more, inconvenience. It's pretty easy to predict who will have serious complications: The elderly and the immunocompromised. Just vaccinate them, then look for volunteers and decide in whatever arbitrary way you like who goes first.
