Democracy was a mistake.

The Romans were on to something. Conquered provinces population weren't given citizenship, and you couldn't vote unless you were a citizen and land owner. It makes sense. If you don't have some skin in the game you shouldn't be allowed to vote, otherwise you're just going to vote to transfer wealth to yourself at the expense of the well being of the state.

They were also forced to "become Roman" ie: integrate. America used to do the same thing. Both had periods of great prosperity when they enforced this and restricted voting.
