I've no idea what they have planned other than apparently a whole lot of dead people. There's enough there to bury a city. I do recall Fema stacking those plastic coffins in huge outdoor stockpiles down South. They had lots of those too which have never been used. Perhaps it is the Fema purchasing complex. They have the budget so they need to spend it. Lots of government works exactly that way.
