They won't try to implement a tax based on vehicle miles driven because enforcing measurement will too difficult. It would require some device to monitor the vehicle. They need to simply raise fuel taxes and that is likely the avenue they will pursue.
They will do it through insurance companies or self reporting. My insurance company has a program where they can give you a GPS tracked transponder to put in your car. Purpose stated that if you maintain safe speeds they will take a whole $10/mo off the nigger inflated price of insurance for "safe" driving.
They could just mandate the automakers put a tracking device in all cars built after a certain date. Automakers already have black boxes in cars that record everything from tire air pressure to how often the doors are opened and closed.
The cash for clunkers welfare program wasn't so people with "clunkers" could get a new vehicle. The point was to get all the older cars off the roads and their drivers into the new GPS tracked ones. Combine that with cellular phones keeping track of your movments automatically whether you want it to or not as long as you carry the phone everywhere. This data is not just sitting somewhere unutilized.
