Oh, you're talking about turning the lights off. That would only be temporary. I don't see how you could keep the power off for good. What good would it do to turn the power off temporarily?

First, temporary is relative. :)

Without power, the government has zero ability to effectively stop anything the people initiate.

After two or three days of blackouts, people start to get into chaos mode. In this climate, if there were a nationwide blackout as a signal to retake the country, that would be a major awareness, and might start within hours.

There were a couple big northeast blackouts - you can look those up. About thirty years apart.

Yeah, but the people aren't going to do anything if their ideology is all messed up. What you have today is victim mentality people dependent on the government. The covid hoax is a good example. All these people rushing to get their vaccination. There is no strong organized groups unless you consider the qtard larps.

The government has tons of resources against an uprising. The military would need to defect. That's usually what happens in corrupt countries. Parts of the military and/or ex-military go against the government in charge.

It is a conundrum for sure, in meinkraft.

There are 80+million pissed off white people right now, and that isn't anything to sneeze at.

These 80million are definitely disorganized as a group, but are very good at lone wolfing.

They need a plan (hopefully they have one, this has been posted many many times since June) and then the timing to implement said plan.

Without power, government is ineffective, as is military. Military fighting on US soil without a formal declaration of war from either side would not be looked upon favorably. This is most likely why trump didn't do it either.
