Civilization takes work and self-discipline. Allowing people to become degenerates eases the burden of self-discipline and self-sufficiency, as the rest of the policies take every responsibility off of the individual and co-opt them to the state. Previously self-reliant people will now be at the mercy of the government for every aspect of their lives, including sexuality. At this point, the government can do anything to anyone.
