Wants the national border to be as useless as possible. Also wants the border around his house to be as strong as possible. Hmmmm. Nothing says this building represents the will of the people quite like a massive wall to keep them out. I really like the lack of subtlety. Its also excellent forshadowing for his ~~pre planned~~ untimely death that will be used to fully justify hell on Earth govermental measures too.
