He was stonewalled by bipartisan and bicameral Congress. They like to play the games of redistricting and gerrymandering; they’d rather take their chances in a power grab than actually be representative of the wills of the majority of voters. That’s why one can win 14% of districts and win the presidency. For now, Democrats have ruled the densely-populated districts and drowned out opposition voters. More important, they control the count of the votes. Why do we never see late-reporting of overwhelming victories that change an entire state from Republican districts?
There were districting issues that favored Republicans, but rather than negotiate, the Democrats sued their way out and got minority protection that didn’t guarantee fairness, it guaranteed their control of largely minority urban centers.
