That's a bit disengenuous. He SIGNED the immigrations reform and control act of which the main goal was to change US immigration law by making it illegal to hire illegal immigrants knowingly and establishing financial and other penalties for companies that employed illegal immigrants.
They retroactively made illegals who were victims of companies doing this into citizens. Context matters.
By making such a bold faced statement you also assume that Reagan wanted every single stipulation. That's not how government works unfortunately, he doesn't get to dictate it just like when Trump shot down the $600 plan and wanted a $2000 plan.
He eventually signed off on that too but he didn't get everything he wanted and neither did Reagan.
You can argue that it was short sighted and ended up failing ultimately and you'd be right(especially given the modern era) but hindsight is 20/20.
