The reality is the pipeline exist and delivers oil daily and nothing Biden can do will stop that, nothing. Phase 4, an additional section of pipeline would further drop oil prices in the future, but has little to no impact on daily production. Biden is threatening to pull the permit on Phase 4, an extension of the already existing and fully functional pipeline system that has dropped oil prices around the globe by it's mere existence. Point is, the headline and the article are retard level bullshit. it's no Nord Stream...which will have so much impact on world fuel prices that the saudis will be back eating camels and sucking shit within a generation.
