It is not uncommon for the national guard to be deployed with empty rifles.
And commanders wouldn't have to confiscate ammo, it would just not be issued when they pick up their rifles from the armory.
But what was funny is in all the video and shots from the MSM they showed them with mags. They are hiding this.

Couldnt they just bring their own? You dont even need a mag, just a single bullet.
They could bring a round themselves I guess. I have seen instances in which rifles were issued but the bolts were removed altogether. So you never actually know if the rifle is actually functional. It most likely is, but you can't be sure.
use a snap cap round with a capgun cap in the mechanism. If it pops that thing it will fire a bullet
