Appointee's, career Government Service Bureaucrats, people who no matter who is in power remain in their positions are the real soft power in Government. They can by dint of their positions hobble or enable at their discretion any action that is at odds with their personal, political or organizational agenda. When people talk about the deep state these are the people they are talking about..no matter who inhabits the Whitehouse these people remain and retain their power privilege and connections across the decades. The Agencies are under the nominal control of the Whitehouse they serve the incumbent and Congress and the American People nominally. In truth like all Governments and agencies they also seek to serve themselves and increase their budget and control.
We need a total new everything and annual constitutional tests er something. More importantly we need strict punishments for unconstitutional actions. Example: Any legislators even thinking about any kind of gun restrictions is pulled out of government, tried for seditious activities and or psychological evaluations. Never allowed near government positions again.
