Maryland should build a wall around DC, and Virginia should block all of the bridges permanently.
Swamp rats also should be required to live in DC, there is plenty of space in DC for more than enough housing. I would even be OK with making DC exempt from federal income tax in order to encourage them to live there.
But cutting off all train, foot, and automobile traffic going from MD/VA to DC would also be a great way to encourage them to live in there. Maybe let them still take the DC Metro to Reagan National Airport, though DC could simply build its own airport by forcing out the nigs from the massive capital ghetto region (everything on the "wrong side" of the Anacostia River).
