Biden needs martial law so that it will look like someone showed up to his inauguration. Trump had hundreds of thousands of people show up for free at his Jan 6th rally. Biden is ordering paid government employees to attend his rally under duress and even still he doesn't even have a tenth of what Trump got for free. Also, it's hilarious that there are 10x as many troops in DC now as there are in Iraq/Afghanistan.
