There is this one anti-government activist, Gavin Seim, who was granted refugee status in Mexico allegedly because the police in Washington state were threatening him. He claims Mexico is more free because people there aren't sheep that trust government. They have all kinds of laws but enforcement is sparse because cops who abuse the people end up dead.
