According to a Gallup poll 70% of Trump supporters and 40% of Dems feel a civil war is near so I agree with that.
I just don't think millions of Americans are aware to what extent the Chinese are involved. I consider myself fairly informed and only recently found out just how long they've been working on this.

The big flaw I see in this though, is that it can be easily exploited by those on the list to find and organize with like minded individuals.
Also, there will presumably be millions of gun owners that won't be on the list.
