It doesn't even matter if they pass such, unless a federal court agrees that the speech and assembly are not protected. I'm not saying that's unpossible, but it hasn't happened yet. I'm not saying freedom is 100% where I'd like it, either, but unpopular gatherings such as the Klan are still allowed.
