Think about how to measure and monitor this. If it starts it will be in secret, of course. What would be a way to get aggregate counts and would not be easy to spam by shills trying to conceal the activity.
I don't have an answer or even a good suggestion yet. Suppose a system checks in with you every few days and you stop responding - that seems weak. Maybe you are faking a positive and mute the notifications and ignore the messages. That won't really work... Need a high quality metric here. There should be a way to see this through some existing information.
There will be a fraud to cover this in death counts, social security number transactions, incarceration records. Even if there are meticulous records and "legal due process" do you think the communists listed gulag as a leading cause of death? These cases would not be included in life expectancy, would they?
There will be a weakness which gives away the nature and magnitude of the program.
This is interesting to consider while waiting for the bullet in the dark.
