And this is exactly why the downvotes are useful. Once bullshit like this is revealed to be fake and starts receing downvotes, it will A) remove the post from the front page, and B) make it easily identifiable as bullshit by the upvote/down vote ratio. But no, instead we have to read the article or bullshit first then go to comments and see comments claiming misleading. And most people don't always read the comments on everything. In conclusion, not allowing downvotes will enable misinformation towards Poal users and destroys the credibility of information.
