Withholding aid would indeed do it. My point is that Africans don’t moderate their reproductive activities AT ALL on their own. The rest of the developing world does actually have falling birth rates too. It’s a weird thing. I think the environment (food availability and disease) has always been their “birth control” and the west has indeed interrupted that by constantly sending them aid.
