If you try and stop your enemies, they'll use that as an excuse to attack you. Better to just do nothing and let them attack you like they already wanted to anyways.

So lets say there is no civil war and they just do the restructuring without it because, just skip the civil war step because no one plans on actively stopping the restructuring anyway.
