He's doesn't have legal authority for the chain of custody. That's the sergeant of arms responsiblity. Last I heard Pence is in spat with Trump. He even deleted Trump's Twitter account. Anything Pence shows up with is polluted as a consequence of his fight with Trump. If he does produce any, then they likely be forgeries and are not legal. The State Legislatures will need to provide new Certification Letters and follow the chain of custody rules. They'd better hurry though. The clock's ticking to January 20th.
