If the certification letters even still exist, they are legally polluted as a consequence of the protestors and are likely forgeries. Congress cannot use them. If they choose to continue, then each of the remaining 47 State Legislatures will need to send new certification letters.

He's doesn't have legal authority for the chain of custody. That's the sergeant of arms responsiblity. Last I heard Pence is in spat with Trump. He even deleted Trump's Twitter account. Anything Pence shows up with is polluted as a consequence of his fight with Trump. If he does produce any, then they likely be forgeries and are not legal.
