There is no possible scenario under which Trump wouldn't react this way to the first whiff of people taking action to see his promises fulfilled. We saw it already when volunteers started patrolling the border to scare invaders off, in the early days of his presidency. Trump shut that down right quick, and it got memory holed before you could blink.
