The article's title is indeed another example of fake (and clickbait) news. It implies Acosta is stating it is an accomplished fact that Pres Trump has already done. As for Acosta's actual statement, he's just parroting talking points that haven't been codified yet. I wholly agree with Dudicles comment and assessment.
