Those kind of tanks are only used by plumbers and roofers for their torches on job sites as they are small and easy to transport. Those are useless for heaters because they would run out every day. They usually use 100lb tanks for heaters. Additionally you usually don’t see a large cage for those on a job site unless they were doing a lot of copper. Also bricks and blocks are delivered palletized not in sacks. Those sacks are usually used for demolition. Any contractor worth anything would have horses and caution tape around that material for public safety on that street. Any idiot could walk into that and “get hurt” and sue the contractor so most contractors will either put up fencing and keep that inside said fencing or if unable then use horses/pylons and caution tape.
