It wouldn't be people fighting in the street in organized groups, and every state military in the world including the American military has lost numerous engagements against 4th generation warfare opponents. In fact, lost every single one. And most of those combatants were low IQ, poorly equipped etc. and there was no opportunity to disrupt the core logistics of the military.
