Why did they have to include anything? Bare minimum is done, there is no real intent of these cities becoming thriving metropolises on anything but paper.

But I know them Chinese plan long term and I can't see them building core and shell, exterior windows and not include fit out. Even if it was done "just on paper" to scam some investors, China State Construction is...are... some badass motherfuckers. They don't build buildings like us. They have no unions or OSHA to shut them down. The second in command of a CSC project is called the Discipline Officer. lol ...I kid you not.
The Chinese population is predicted to still be growing for the next 40 or 50 years. They will need cities to house the next generation.
Yes, the Chinese make their buildings in much the same way that they make their knockoffs of our products.
Investors are not the ones being scammed with potemkin cities. Ostensibly, no one is being scammed as everyone involved knows that it is a farce, but as it is a farce that meets the requirements set out for assessing GDP, no one can complain.
It's similar to the California gun buyback scams, where the CA government established what qualified as a "gun" and so 2A enthusiasts cobbled together scads of objects that would never serve as functional firearms but met the requirements for the buyback and so the CA government was compelled by its own inane rules to pay the buyback rate.
I've seen videos of their construction with someone grabbing handfuls of sand and dust out of what appeared to be concrete support columns in a Chinese hi-rise apartment. How much of that is true and how much of that is propaganda I can't say, but I know the Chinese can build. Don't let anyone convince you otherwise. They're like fucking insects, man. They can out build us.
