That and china is starting to set them up and the US isn't allowed to respond in kind.
The USA has nukes in Taiwan, South Korea, Japan and probably some in space. I don't think they are too hard done by.
If the US is honoring the treaty, then they don't have any land based, short or medium range missiles in those places. China, or the NPK, definitely don't have to play by those rules. It's pushing the US to have a bigger and bigger naval presence in the area since that's the only way they can have short and medium range missiles options in the region. Setting up some missile bases would be a hell of lot cheaper than a constant, rotating naval presence.
