I heard the NDAA took away Trump's ability to enforce the Insurrection Act. Now he has to get approval through Congress.

H.Amdt. 833 (Escobar) to H.R. 6395(National Defense Authorization Bill): To require certifications be made to Congress when the President deploys active duty military within the United States during civil unrest by amending the Insurrection Act in Title 10, Chapter 13 of U.S. Code.

The amendment was passed, but I cannot find anything related to it in the current draft of the NDAA.
Escobar’s amendment was dropped months ago, as and I were saying.
Yeah, I heard it... It was in there in July, guess it is not now.
