If a person fraudulently fills out someone else's ballot, these anti-counterfeiting measures do nothing, because they are using a real ballot for a fake vote. This is why the fight is, ultimately, still up to the lawyers. There is also no uniform anti-counterfeiting measure across all counties and cities. Literally every city in the country has a different ballot. Personally, my vote was not counted. I've checked a number of times. That was a real ballot. The DHS measures do nothing to save my vote. A watermark measure only solves one type of voter fraud. We have many types of voter fraud occurring.
