None of the envelopes show signs of being opened. We can see them from multiple angles.
Those are the outer envelopes in a double-blind ballot. They show signs of being full, that many would be crushed easily as they are just a sheet of paper at that point.
The envelopes are still in neat rows, just like they'd be delivered from the post office. If they were opened, they'd probably be in disarray.
Unfortunately, I can't see a postmark or identify any of the stamps. That would solve the issue 100%.
edit: I take that back, two of them look like the 2018 and 2017 forever flags.

These are in neat bundles, they're sorted for bulk delivery. They'd be brought in the corrugate plastic trays directly from the post office.
California didn't/doesn't do two envelopes for mail in ballots.
Really, interesting. Most states do.
That doesn't change that I can't see any signs of opening, or even really disturbing the original delivery layout.
