That’s a good question, I’m not going to lie and say I have all the answers, I honestly believe a charity that was run honestly would have a better shot at pulling it off than any state run institution, perhaps it could be done on a local level, individual communities willingly giving to those under employed in order to help them perhaps find a more productive use of their resources.

I'm all for that idea if I was funded through charity/donation

Don't get me wrong, I'm pretty sure government can't do anything right. So I think that the free market could figure it out.
