Democrats will gate this to political loyalty, only their buddies will get rebuilding assistance, democrats who were registered and donors to the party before the riots will get the first round of grants, democrats who were registered before the riots without being donors will get the second round of grants, business owners who registered as democrats after the riots will get the third round of grants and anyone else will get whatever is left as a fourth round of grants (spoiler the money will run out somewhere in round 2 or 3)
