Let's start with Germany, Italy, UK, Spain, Belgium, Norway, Greece, Netherlands, Portugal, Poland, and Romania. That should clear us out of Europe. After we get those troops resettled here at home (along the border, maybe?) we can move on to The Middle East, and then Asia.
