What these pacts are going to do is flex their muscle on the rest of the country and force all the other states to play by their rules.
There's a war on the other side of the horizon...in 2016-2017 it was with Russia, then NKorea and back to Russia. Since 2018 the opponent, according to the media, is Iran, it was China (but not as close as the other countries listed, they have been waging an economic war against us for decades).
