It's an heresy to pass anything without reading it, it's like signing a contract without reading it, you have to be an absolute fool to accept to do that

It should be a felony to sign a law without previously having read it in full.
Maybe a randomized quiz after the fact. To be administered..randomly. Administered after the fact.
Failing the test after signing the law, would be a felony.
