That means at least some of the planners were types familiar enough with ME custom to be able to predict how Iran will respond to these pre-planned events.
If so, the initial false flag attack on the Kirkuk base ensuring at least one amerikan arsehole who died was an oil contractor who had been assisting with the theft of Iraqi resources, could well be a hidden message on the motive for the complete operation which would only be fully realised by Iran/Iraq leaders after the most recent murders by amerika.
Tough to say whether the strategist who threw that in the mix is Saudi or Iraqi, except the plan worked, so given saudi strategic idiocies in the past, that makes it likely the leader of this particular murder conspiracy is an Iraqi - perhaps a one of the daesh senior staff amerika rescued from Syria in 2018.

(1) The government would know exactly who all the arseholes who supported amerika were (it is extremely unlikely that their amerikan agent runners would be told that amerika copping the boot is the desired outcome since no one wants any leaks - the numbers crunching had been done and amerika is certain their greedy, mercenary & morally corrupt 'soldiers' will cop the flick).
AND
(2) Whatever extreme act that the amerikans have employed their 'recruited during the surge' (remember oblamblam's little plan which provided the impetus & manpower for daesh/isis back in 2012?) thugs to do won't matter because even if it is sheer butchery on an horrific scale, selling the 'outrage' as proof Iraq is a rogue state won't have legs if that so-called rogue state had let amerika remain despite last Thursday's unprovoked carnage.
Later on after amerika has shot its tiny bolt, the iraqis can toss the sad little incels who are the bulk of the amerikan military out.
