In Phillip K. Dicks great work Do Androids Dream of Electric Sheep he wrote about a scene where two androids "fixed" a spider by pulling 4 of it's legs off. The two androids congratulated each other for the great work they did when the spider was able to hobble away on just 4 legs.
The thing is, if you think about it he wasn't actually writing about androids. He was writing about people like the ones mentioned here. Like the ones that take joy in "helping" their constituents by hobbling their children's chances of a sovereign nation or life without debt slavery. For them, it just makes things more "orderly" ... and they should be rewarded for their great work. Because they're wonderful.
