This sounds illegal. Especially given how close the cars look to the police.

I know civilians are allowed to have some flashing lights on their vehicles. You see construction workers do this, cable vans stuff like that, but they can't be red or blue. Are their any instances where a private vehicle and have a siren other than a paramedic?
