This is a multi-layered joke. He's been extended the ability to spy on the nation, circumventing the 4th amendment. He's also been known to say "I'm monitoring the situation carefully" - while doing nothing of value of course. So, spying (patriot act) + the monitoring the situation carefully meme + he's watching the demonrats (even though they allow him to do it) It was fucking cerebral shit I dropped there. I outdo myself sometimes. :)
