Except for two things. The Commander in Chief is outside of the military so as to afford civilian control over them, and Congress is vested with the power to declare war, not the President.

do you always have exceptions for doing the right thing?... the commander in chief needs to declare a military war on the cia/mossad and use deadly force in a take no prisoners initiative! and if he won't do it, the military needs to become rogue!
