Theres a specific motive for what hes doing besides simple evil (though I have no doubts of his malicious enjoyment of the job), and theres a specific set of reasons and circumstances why no one has gone after him.

Fidgety_Imp is on to something, and I think it'd be a terrible waste of a good line of inquiry not to follow this thread of questions to its logical conclusion.

One thread to pull on might be to look at past attempts to go after him, say in the last decade, that failed or were squashed, and then to look at WHO was in charge of those decisions and from there look at the NGOs/Money trails.
