yes, it is the narrative which the masses must not adopt, cue the WW2 trauma based mind contorl narrative of the allies. Not that Hitler did everything 100% and could be controlled op, but the idea that whites cant unify and advocate for their interests and control and form their own communities and what goes on in them.
