Sure, they can force you to register it and use a transponder but you can build one out of parts you buy from ebay or whatever place you want. It is surprisingly simple.

The genie is out of the bag and you can't put it back in. Hell, you could hack apart various appliances, tools and toys, to build one of these.

I guess that is true. People are lazy and such. Everyone (with a non-room-temp-IQ) can figure out how to do it easily.

Yes, but I wouldn't say easily. There is a lot of things about large scale drones that don't scale up from hobby drones. These things are huge so it's not just some basement Maker building these things. The cost alone would be more than most people would be able to afford.

A compact car-sized drone that stays aloft for 7+ hours? You should be in the drone making business if that's easy.
