Oh please, this was when Reagan was shot and in surgery. Bush was overseas and in control of the country. He was saying that he was the senior official at the white house. The Democrat media twisted it to try and say he was claiming to be in charge of the country. Biden isn't even in charge of his bowel movements.

Bush was in Texas and flying back to Washington he wasn't even abroad. He does specifically say that constitutionally he is next in line after the VP. That's what I found funny.
