HB269 (and any other laws like it) are as unconstitutional as gun laws. Until it goes before the SCOTUS and gets struck down, of course. (I'm aware that several supreme court justices are corrupt. I don't expect anything to happen until they're outted because of corruption, either. I'm not holding my breath, etc.)
