Because there is no leadership in the US and China is in command now. They did this action to control the narrative. They definitely retrieved everything that fell in the ocean and the balloon will go home after Biden and Soetoro send the info back to them after retrieved. We live in a fake communist, puppet environment in the US. There isn't even an official leader for fuck sakes.
