They probably never shut them off and that's why there's "idling time" and no idle laws.

Just wait, eventually those "no idle laws" will turn into a "we now require cars to shut themselves off if they are detected idling for more than xxxx minutes".

CAFE has already taken care of that with the ASS button. Eventually, they'll take that button away.
