That wouldn't actually work in Blue cities. The rioters and looters aren't arrested.

Defund the blue/progressive cities unless they follow federal law.

If they think they can stand on their own, let them try. Also, create a "sanctuary city tax" at 500% for those cities/states to use for deporting the criminal illegal aliens.
